NGOs can file missing Annual Returns till June 14

The Government has given one final opportunity to all associations/organizations which have applied for renewal of their registration under the Foreign Contribution (Regulation) Act, 2010 (FCRA) but not uploaded their Annual Returns from Financial Year 2010-11 to 2014-15. All such NGOs can upload their missing Annual Returns along with the requisite documents within a period of 30 days, starting from May 15, 2017 to June 14, 2017. Further no compounding fee will be imposed on them for late filing of Annual Returns during this period. This exemption is one time measure and available to those associations who upload their missing Annual Returns from FY 2010-11 to FY 2014-15 within this period. The renewal of registration under FCRA cannot be granted unless the Annual Returns are uploaded by the organization.

केंद्रीय स्‍वास्‍थ्‍य एवं परिवार कल्‍याण मंत्री जे .पी. नड्डा ने आज मंडी में देश के सार्वभौमिक टीकाकरण कार्यक्रम (यूआईपी) में न्‍यूमोकोकल कंजुगेट टीका (पीसीवी) लॉंच करने की घोषणा के अवसर पर कहा कि ‘टीका से बचाव वाली बीमारियों से देश में किसी भी बच्‍चे की मृत्‍यु नहीं होनी चाहिए‘ यही हमारी सरकार का लक्ष्‍य एवं प्रतिबद्धता है। उन्‍होंने कहा कि हम शिशु मृत्‍यु दर को कम करने एवं अपने शिशुओं को स्‍वस्‍थ भविष्‍य उपलब्‍ध कराने के प्रति‍ वचनबद्ध हैं। भारत के टीकाकरण कार्यक्रम में इसे एक ऐतिहासिक क्षण तथा एक उदाहरण देने योग्‍य कदम बताते हुए केंद्रीय स्‍वास्‍थ्‍य मंत्री ने कहा कि सरकार बच्‍चों में मृत्‍यु दर एवं रुग्णता दर को कम करने के प्रति प्रतिबद्ध है। उन्‍होंने कहा कि रुटीन टीकाकरण को मजबूत बनाना भारत के बच्‍चों में एक अनिवार्य निवेश है तथा यह देश का स्‍वस्‍थ भविष्‍य सुनिश्चित करेगा।
 
पीसीवी बच्‍चों को निमोनिया एवं मेनिनजाइटिस जैसी न्‍यूमोकोकल बीमारियों के प्रचंड रूपों से सुरक्षा प्रदान करती है। वर्तमान में यह टीका पहले चरण में हिमाचल प्रदेश एवं बिहार एवं उत्‍तर प्रदेश के कुछ हिस्‍सों के लगभग 21 लाख बच्‍चों को दिया जाएगा। प्रधानमंत्री नरेंद्र मोदी  की टीका से बचाव वाली बीमारियों से बच्‍चों की जान बचाने की प्रतिबद्धता को दुहराते हुए नड्डा ने कहा कि सरकार ने कुल टीकाकरण की दिशा में उल्‍लेखनीय कदम उठाए हैं।  मिशन इंद्रधनुष के तहत अभी तक 2.6 करोड़ से अधिक लाभार्थियों का टीकाकरण कराया जा चुका है।
 
स्‍वास्‍थ्‍य मंत्री ने यह भी कहा कि ये सभी टीके निजी क्षेत्र में न केवल भारत में बल्कि दुनिया भर में कई वर्षों से उपलब्‍ध थे। श्री नड्डा ने कहा कि ‘निजी क्षेत्र में ये टीके केवल समृद्ध वर्ग के लिए ही सुलभ थे, यूआईपी के तहत उन्‍हें उपलब्‍ध कराने के जरिये सरकार  निर्धन एवं वंचित वर्गों के लिए भी समान रूप से उनकी उपलब्‍धता सुनिश्चित कर रही है।’

देश के विभिन्न हिस्सों में किसानों द्वारा की जा रही खुदकुशी के पीछे मुख्य कारणों का पता लगाने के लिये सुप्रीम कोर्ट ने केन्द्र और राज्य सरकारों, केन्द्र शासित प्रदेशों और भारतीय रिजर्व बैंक से शुक्रवार को जवाब तलब किए।  चीफ जस्टिस जगदीश सिंह खेहर और जस्टिस एन वी रमण की बेंच ने इन सभी को चार हफ्तों के भीतर जवाब दाखिल करने का निर्देश दिया है। सुप्रीम कोर्ट ने यह निर्देश गैर सरकारी संस्था-सिटीजंस रिसोर्सेज एंड एक्शन एंड इनीशिएटिव की याचिका पर सुनवाई के दौरान दिए I न्यायालय ने टिप्पणी की कि यह देश भर के किसानों से जुड़े व्यापक जनहित का बहुत ही संवेदनशील मामला है।

The climate change has its ill effects on health of people. According to World Health Organisation, global warming may bring some localized benefits, such as fewer winter deaths in temperate climates and increased food production in certain areas, the overall health effects of a changing climate are likely to be overwhelmingly negative. Climate change affects social and environmental determinants of health – clean air, safe drinking water, sufficient food and secure shelter, the UN body said.

According to WHO assessment, climate change is expected to cause approximately 250 000 additional deaths per year between 2030 and 2050; 38 000 due to heat exposure in elderly people, 48 000 due to diarrhoea, 60 000 due to malaria, and 95 000 due to childhood under nutrition.

The WHO said that over the last 50 years, human activities particularly the burning of fossil fuels have released sufficient quantities of carbon dioxide and other greenhouse gases to trap additional heat in the lower atmosphere and affect the global climate.

Who all are at risk?

All populations will be affected by climate change, but some are more vulnerable than others. People living in small island developing states and other coastal regions, megacities, and mountainous and polar regions are particularly vulnerable.

Children – in particular, children living in poor countries – are among the most vulnerable to the resulting health risks and will be exposed longer to the health consequences. The health effects are also expected to be more severe for elderly people and people with infirmities or pre-existing medical conditions.

Areas with weak health infrastructure – mostly in developing countries – will be the least able to cope without assistance to prepare and respond.

Extreme heat

Extreme high air temperatures contribute directly to deaths from cardiovascular and respiratory disease, particularly among elderly people. In the heat wave of summer 2003 in Europe for example, more than 70 000 excess deaths were recorded2.

High temperatures also raise the levels of ozone and other pollutants in the air that exacerbate cardiovascular and respiratory disease.

Pollen and other aeroallergen levels are also higher in extreme heat. These can trigger asthma, which affects around 300 million people. Ongoing temperature increases are expected to increase this burden.

Natural disasters and variable rainfall patterns

Globally, the number of reported weather-related natural disasters has more than tripled since the 1960s. Every year, these disasters result in over 60 000 deaths, mainly in developing countries.

Rising sea levels and increasingly extreme weather events will destroy homes, medical facilities and other essential services. More than half of the world's population lives within 60 km of the sea. People may be forced to move, which in turn heightens the risk of a range of health effects, from mental disorders to communicable diseases.

Increasingly variable rainfall patterns are likely to affect the supply of fresh water. A lack of safe water can compromise hygiene and increase the risk of diarrhoeal disease, which kills approximately 760 000 children aged under 5, every year. In extreme cases, water scarcity leads to drought and famine. By the late 21st century, climate change is likely to increase the frequency and intensity of drought at regional and global scale1.

Floods are also increasing in frequency and intensity, and the frequency and intensity of extreme precipitation is expected to continue to increase throughout the current century1. Floods contaminate freshwater supplies, heighten the risk of water-borne diseases, and create breeding grounds for disease-carrying insects such as mosquitoes. They also cause drownings and physical injuries, damage homes and disrupt the supply of medical and health services.

Rising temperatures and variable precipitation are likely to decrease the production of staple foods in many of the poorest regions. This will increase the prevalence of malnutrition and undernutrition, which currently cause 3.1 million deaths every year.

Patterns of infection

Climatic conditions strongly affect water-borne diseases and diseases transmitted through insects, snails or other cold blooded animals. Changes in climate are likely to lengthen the transmission seasons of important vector-borne diseases and to alter their geographic range. For example, climate change is projected to widen significantly the area of China where the snail-borne disease schistosomiasis occurs3.

Malaria is strongly influenced by climate. Transmitted by Anopheles mosquitoes, malaria kills almost 600 000 people every year – mainly African children under 5 years old. The Aedes mosquito vector of dengue is also highly sensitive to climate conditions, andstudies suggest that climate change is likely to continue to increase exposure to dengue.
